Overclocking cpu for games

Solution
The only time overclocking a cpu will give more frames is when the game is cpu bound, I.e cpu is at 100% usage whilst the gpu isnt, this is called a bottleneck. The reason it CAN give more frames is that the cpu is able to deliver work to the gpu faster thus increasing the gpu's usage, which will lead to more frames however this increase is usually quite small. Im sure someone will be along to flesh this out a little more for you but this is the basic premise.
