Possible motherboard or power supply problem causing boot issues

My specs:
ASUS z79 pro wi-fi ac
i5 4690k
Gigabyte GTX 980
Samsung 840 evo 500gb
Western digital 1tb caviar green
4x4GB G.Skill ripjaws
Seasonic M12-II EVO 850W Bronze

Recently I have been getting an A2 error code on boot, which is the IDE detect code. The western digital drive seems to not spin up when I power on my computer and I get stuck with the error code.

Interestingly, if I unplug the power to the drive for about 1 to 2 mins and plug it back in it works fine. The drive itself is fine, I have run extensive checks on it.

Also another interesting thing is that sometimes I will get no signal from my graphics card if I restart after I plug the hard drive back in. Normally when the computer boots the graphics card LED will blink once on boot if it is normal, but when I get no signal the LED is solid on boot.

I have no idea what the actual problem is. Maybe its the mobo, maybe its something to do with the psu. Really would love some input on this. It's not a super serious problem for now, but it really is annoying to have to unplug my hard drive every time I start my computer.
 
Solution
can be two issues. one is a failing hard drive. the controller on the drive is going bad. us hdtune and wd software to test and read drive smart errores. if it not the drive then it a power issue. if your power supply is modular try the drive on another plug. check with a volt meter the 5 and 12v from the molex pins. if the 12v is missing or low it a power issue.
