Computer Wont Turn On

Wen't over to a friend house to help him build his first computer since he knows nothing about computer. We got it built, as far as i'm convinced everything is plugged in correctly but his computer won't power on. When the power button is pressed down the CPU cooler fan will move a inch and that's about it any idea if somethings not plugged in right? This is his build, http://pcpartpicker.com/list/8nVz7h ( He upgraded to a 1070 but everything else is correct) When turning on the computer the fan on the power supply isn't spinning but i'm not sure if it only kicks on when it starts to get hot. Here are some picture if anyone can see a issue from them. I'm no longer over his house but plan on going over tomorrow with my spare power supply to see if it's the issue. http://imgur.com/a/a5ahr

Such a nice case with nice cable route options,and in that case routing the 8pin cable for the cpu behind the motherboard is what i would do.

Looked again and on one picture (the third) is a cable connected to the motherboard just under the cpu cooler,i get the feeling that this doesn't belong there.It seems to be a sata/molex cable and should not be connected there.
