I bought a new Zotac Geforce gtx 960 4gb single fan version this week. I was pretty excited to play the games I had lying around for a while which I couldn't play earlier because of poor gpu.
These are the results im getting
Dying Light - 30 fps, 1366x768 and all settings high
Assassins creed black flag - 45 fps 1366x768 and all settings high

The resolution is not even high enough and still I'm not getting the results it should give.
These are my specs
GPU: Zotac Geforce gtx 960 4gb single fan
CPU: Amd Phenom II x4 955
Ram: 6GB Corsair(4x1 + 2x1)
OS: Windows 10 Pro
Stock coolers

Solution

cpu bottleneck, you have removed the gpu as the fps limiting factor at such a low resolution

make sure the cpu temps are good and it is not...

Dying light is a resource hog, I believe it needs a min of 4gb ram (8gb recommended) and an 8core amd cpu to run as well.

http://www.pcgamer.com/dying-light-system-requirements-are-killer/

If I remember correctly you need to lower almost all the settings to get decent framerate, draw distance especially is a resource hog and makes absolutely no difference on the visuals, crank it down to less than 10% and you should see an increase in framerate.
