I7 upgrade and turbo boost

I have an old yet reliable asus K73E laptop that came with an i3 2310m 35w (I believe). I recently installed a sandy bridge G2 i7 2720QM 45w in it.
This laptop was available with an i7 2670.
Everything's running fine except it's not utilizing turboboost. It's pretty much stuck at the 2.2GHz Mark, even under prime95 loads, according to turboboost monitor 2.0 and CPUID. TBM 2.0 also shows a green leaf saying it's in "energy saving mode". The 2310 did not support turbo boost but both the 2670qm option and my 2720qm support turbo boost 2.0. However, despite asus only having one bios option for both products, and listing an official download for turboboost 1.0 (which states it needs a "newer version" of windows to install) there is no mention of turbo boost in the bios.

Any ideas ?

Solution
It could be that the cooling is setup for 35watt max cpus and using the 45watt cpu is causing it to get too hot and throttle..

It's OEM Windows 7 SP1 x64 Profesional from the ASUS recovery disks. I just did a clean install as well with a few hours of updates.

I actually tried throttlestop after seeing it on another board, it will constantly jump around between 3.3GHz (max) and 800MHz (min), even when running Prime 95 according to CPUZ. Turbo boost monitor will show no chances however.
