Performance gap in 2 GPU

Is it normal to have one gpu going as high as 1600 mhz while the gpu on top can't cross 1400 and the one on the below shows 60°c with the one on top as 80
Below is faster and cooler
Top is hotter and slower can something be done about this???

try repositioning the 2 exaust fans on the top as intakes and then repositioning the intake fans as exaust fans. That way you have cold air blowing directly on the top of the GPU. Measure the temp and report bnack to me.

Most likely in the wrong section... Anyways, could you provide more information... like what GPUs you have? If you haven't overclocked your cards, then the speeds you are getting from GPU boost is perfectly normal. It sounds like you're having an overheating problem, possibly due to poor ventilation in your case. The bottom card is dispensing hot air out which rises to the top card heating that up and causing it to throttle. Have you checked that both fans of the GPUs are on? You can see if cranking your case and GPU fans up would help dissipate the heat better, but if it continues there's probably a pocket of hot air trapped near the GPU. What's your case and fan setup? Pictures would be very helpful.

Hey they are over clocked 980ti's its not over heating cuz they both are over the bost clock fan speed is at 100 for the second card
I have no idea how to post pics

from my understanding, since the cards are so close together. one card is going to get better ventelation than the other, especially if that card is placed so closely to the bottom GPU. You could try increasing the fan speed on the top card and see if the temperature goes down. heat could also be why the card wont run as fast as you want it too.

They after one card away the top one is close to the cpu
Fan profile pushes 100% after 70°c
There are two fans blowing in to the cards and one sucking out
