PC Specs Not Lining Up with Performance

So I have quite a powerful machine but can't understand why I'm not getting the performance I believe I should be. Here are my specs:

Mobo: ASRock Extreme 3
CPU: AMD FX-8320
GPU: MSI GTX 1070
RAM: 16gb DDR3 1866mhz
HDD: (2) 1tb WD Blue
PSU: Corsair Bronze 750w
CASE: NZXT Phantom Full ATX with 5 case fans

Recently I've been playing Warframe quite a bit, but I feel like my PC isn't running as well as it should. A spec check on game debate showed that I am well above the requirements, which I knew. This issue is I find my PC losing fps even when things aren't that crazy. I have it capped at 60fps on all games because of my monitor's refresh rate. If there is any advice or info anyone could pass along, it would be greatly appreciated.

Well here is your issue. All of your system is good. But your problem is your CPU and GPU combo. The AMD 8320 is equal to a i3 4160 basically pretty low end. But if it were a AMD 8350 you would be seeing maybe a 10% bottleneck with the GTX 1070 but since the AMD 8320 is not the same performance as the 8350 it is receiving worse performance because you would have to overclock the AMD 8320 to get barely the performance of a 8350. I am not trying to offend you in any way, shape, or form because I am not sure how long you have had PC knowledge for but after 3 years dealing with PC's and building a few different systems and fixing systems etc. I can see that you were too excited to not be able to wait a month or so more to afford atleast an...

Also I know I know a lot of people are like "Your budget should be going towards your GPU" but the golden rule while building a PC is going 50/50 spend half on your CPU of what you spent on your GPU. Which in this case you spent double nearly triple more on your GPU which causes this issue and is not a very good experience. I would say best option buy an aftermarket cooler and overclock that 8320 to ATLEAST 4.0GHz then you will be having less issues. Other then that you can't really fix the framerate issues. I would honestly save money and go for an Intel motherboard and CPU as AMD CPU's are getting outdated and have no upgrade option. Save up for a decent Intel Motherboard and maybe an Intel core i5 6500 cause everything else will work with it.

That's what I had figured. I've been fiddling with PC building for a few years now and feared/assumed it was the CPU, just was kind of hoping it wasn't. I guess the next step is to move to Intel quicker than I had originally planned. I started the build a couple years ago and have been upgrading it slowly but surely. I knew at some point I was going to hit my limit with AMD and I think at this point it's just time to move over to Intel. Thank you for the help! I really appreciate you verifying and helping me with my concerns!
