Fans, LED from H100i and GPU only works when I press Power

I want to fix this if this is a problem.
When a press the power button the Fans and LED from my cooler and GPU only works but it doesn't boot even on bios. my mother board LED doesn't work, but if I press the power button again it will shut down (obviously) but when i press the Power button again holding for 5~10 seconds it will boot up and work normally.

It works normally but after i shut it down and unplug it. it will repeat over and over if I turn it on and push the power button.

I don't know whether my PSU or motherboard is the culprit. I tried to use an internal speaker no problems detected. I already reseated all parts except for the CPU. someone help me i'm kinda paranoid about this matter for my PC

PC specs:
i7 6700k
Z170N Gaming 5 Gigabyte
Seasonic G550 power supply
ASUS GTX 1070 Founders edition
WD 2tb Black
240gb Sandisk ssd
2x8GB Kingston Hyperx 2400Mhz

already tried clearing the cmos/bios and yes the pin headers are on the right place

Update: Tried jumping the Power SW using a screw. Didn't helped.
Tried to switch the Power SW to Reset SW. no effect.

I'm thinking my motherboard or my PSU is causing the issue.

I already tested with my mate's PSU (RM750) same results. prolly the motherboard

Think the motherboard too,going for an rma would be the best thing to do.

Can try a bios/uefi update,there's this one "F4 from 2016/03/11",maybe this will help with the issue.You said it works normally after a second boot so maybe you can try it then,but the rma is also an option still.If you screw up to update to the latest uefi will they probably say you messed it up yourself and need to pay for a new uefichip and costs made..
You can start a support ticket at Gigabyte and discuss this with them,to update or not i mean and if warranty still applies after that.

my motherboard is the rev 1.1 and runs on F5 bios
I already looked in to that solution but the F4 bios is for rev 1.0
I don't know if the rev 1.0 is compatible with the rev 1.1 boards

Since you already have the latest bios is there no need to look for another,don't use one of the R1.0 it might just not work.

I don't see why this would be a problem for the rest of the hardware.Just rma the motherboard and see where that get's you.

I saw other threads that has the same problem as mine. they just replaced the RAM and it all worked fine. in my case, I already bought a new RAM still my problem exists. even if I use XMP file or default settings of the RAM on bios.
I should probably buy a new motherboard because here in our place RMAing stuffs will just waste my time and the replacement would take a while for me to have it
