Does Zotac GTX 1070 AMP Extreme boost to 1976 Mhz without overclocking?

I don't own one myself, but I've read this more than one. This user on Reddit got his to boost to 2012MHz by just increasing the fan speed to 88%:

I own the 1080 Amp Extreme and I believe it is supposed to do it automatically, as with the fans. I don't think the boost clock is a limit but rather the new base. As the power increases so should the clock speed. I know the 1080 SHOULD go up to 2485MHz, but I have not tested or monitored this myself. My GPU never gets that much of a workout, fans come on to about 10% speed at the highest workload I can give it right now.

i am using the Zotac GTX 1070 amp extreme,and my boost clock was 1835mhz,but it goes to 1935mhz when i am playing game and the teamperature was 64c,is this good?or i already overclock it(i don wan to overclock)
