GPU usage percentage unstable in Overwatch

Hi!
I'm getting really frustrated since I bought a new gpu so that i can max out ow but the performance so far has not been great. I think I know what the problem is because I can see in my gpu monitoring program that my "gpu usage %" is constantly flickering from 100% down to something really low before it goes up again to 100. This results in frequent fps loss and gain and it's really annoying when u play. Was hoping someone with more knowledge than me could help me with this?

Also i don't think it's a gpu temperatur issue because i just played at 43 degrees and it was still happening.

I downloaded CPUID and fired up overwatch and tested different graphical settings. I'm pretty confused since the gpu is never used at 100% all the time but I get better performance now than before. But the fps drops still happen, just not as much as before. Here are some print screens.

The temperatur difference makes no sense.. it was higher when I played on medium settings compared to high.

Idk what happened with these screenshots... I may have messed something when I print screened the low settings pictures. But the one with the highest settings are pretty accurate (tested it again and got approximately the same numbers.

power supply make and model?

do you have windows set to high performance under power options?

I have it on "balanced (recommended)"

I think it's because of the cpu temperatur maxalge mentioned. When I took the screenshots my cpu temperaturs where all below 70 and I didn't experience a lot of issues. Today i had a ton of issues and my cpu tempratures where all on high 60's and even 70. Ordered new cpu cooling and gonna see if that makes it better. Will post on here again when I know.

Sigh.. so I got my water cooling from the store and started to install it until I realized I have to remove my motherboard completely to install the "mounting gear" on the back of the motherboard. My chassi is built this way so I disconnected everything from the computer and proceeded to take out the motherboard. Problem was that it's stuck on the IO shield... I even tried pushing the IO shield with a screwdriver with a lot of force but it still wouldn't pop. The next day I went tot eh store and got some cooling paste to just re connect the old parts without water cooling. Now had to re-apply the cooling paste 3 times untill i got the temperature to around 55 - 68 with just a stream on in original quality (before it was over 100 in just the desktop...). I think i'm just gonna upgrade to a new chassi, motherboard and i5 processor and skip all this... TY maxalge for your posts ^^ I'm really happy that people like u exist who help people like me when we get stuck.

REAL PROBLEM / SOLUTION ! !

Hello again, OP here. Turns out the solution i marked is not correct. It took me more than 2 months to finally successfully install a radiator and get my temperature low enough to realize that it wasn't the only problem. The problem seems to be that my cpu usage goes up to 100% and that's when the frames drop. I was kinda hoping overclocking the cpu would fix it but apparently it doesn't help that much in games. If I could edit the answer i would so hopefully this has been informative to someone.
