Is it a good idea to get a " refurbished by seller " graphics card ?

i looking for a r9 380 and i found a refurbished by seller graphics on ebay is that the same a refurbished by manufacturer ? and is it worth getting ?

Unless the seller is the manufacturer or a known professional refurbisher with good reputation, I would make sure to know the nature of the "refurbishment" that was done to the card before buying. It it was just some cleaning, then that's just a fancy word for 'used'. If real refurbishment (replacing parts susceptible to wear) was done, I'd need to know what parts got replaced by what to make sure decent quality parts didn't get replaced with worse parts.
