GPU Usage % low causing performance impact GTX 1070

Hi so my new 1070 is not behaving like i expect, so i started watching it with afterburner.

Basically i am seeing gpu usage dropping by varying amounts depending on the circumstance, and this is causing framerate to be lower than it should be capable of.

Example, some times in fallout 4 gpu usage is 99-100% and all is fine getting 80+ fps at 1440p ultra on 144hz monitor. Then when i go to a certain place the fps will drop and remain at 25 - 35. I know fallout is badly optimised. But my gpu usage % has now dropped to about 50% or something, and if it stayed at 100% i would not be getting such low fps?

That is just one example, im seeing similar behaviour in other games as well (Normal core clock boost speeds, low gpu usage ranging from 50-70% and fps lower than what it should be).

The gpu core clock stays high durimg these times at around 1900mhz so it is not thermal throttling. Temps of gpu are around 70 - 75 degreesC under load.

Spec: i5 4690k stock
8gb ram
Gtx 1070
Z97 mobo
144hz 1440p monitor
600w psu

I ran unigine valley to see if i could replicate it there. Most of the time the gpu usage stayed at 100%.

But you know in games if you look at the sky you get fps boost? Well in unigine valley if i look at the sky i get a drop in gpu usage %, and the max fps of 126. But my monitor is 144hz and vsync is disabled so why not stay at 100% and create more frames?

Anybody have an idea what is happening, have i got a bad card?

Actually have a save point where fallout 4 is at 20fps. Gpu usage sits at 30%! And i was mistaken about the core clock, it is also not boosting beyond stock. Cpu usage is at 50% so no bottleneck there either.

Really dont know why its so bad

Ive ordered more ram just in case, but i really dont think thats the problem. Afterburner shows that im not exceeding 8gb and i do already close all other applications except my mouse and kb macros software

The fps stays low unless the gpu usage goes up. Which in fallout 4 happens if i move to a different area, eventually gpu usage will go up then fps goes back to normal.

I think fallout is a bad example because the game is probably half to blame.

In insurgency i see usage can hover between 30 and 60% and my monitor max refresh rate isnt reached, even though in theory my system should be able to max it.

Unigine valley, in some situations, looking at the sky will reduce gpu usage to 60 % and get 100 fps. But if i look at the sky in unigine heaven it seems to work like i would expect, and usage stays at 99% and framerate goes above 200.

Primal carnage on steam is not very gpu intensive. It has an fps lock of 90 even if you disable v sync. In some instances i am getting between 70 and 80 fps, while my gpu usage is at 40 or 50%. And cpu is 50%. What the hell?

While primal carnage was not even reaching 90 fps cap, afterburner shows no cpu core went above 80%, gpu power averaged 60% (it thinks it doesnt need to use more power?), temperatures never went above 68gpu or 58cpu, ram was 3.5gb max, page file was 5gb
