Graphics card is underperforming

So I recently changed my motherboard, and since then, I have been getting a 20-30% fps drop in games, and they are also very unstable. I ran a benchmark, and compared my results with others (with the same graphics card) and I have about a 20% lower score. My new motherboard is the 970A-UD3P. I suspect that it might be a BIOS setting problem, but I haven't found anything that could be the problem. I have checked the temperatures of the gpu and cpu, and they seem to be stable, my gpu is about 40 on idle and about 60 at 100% and my cpu is 35 on idle and 55-60 at 100%.

I am using Novabench, and yes I have uninstalled and reinstalled the latest drivers numerous times.

So I downloaded it and ran it and I got a score of 4619... GPU max was 73 and CPU max was 75 (seems pretty high...)

I don't think it is that much worse than what you said, so I don't know what the recent drop of FPS in games is due to...

The game is Overwatch, I had a consistent 70fps (capped) on ultra settings, and now I get around 40-50 that isn't consistent at all.

Same thing in Rocket league, before I had no problems at all, it was perfect every time I played but now it starts to stutter sometimes. I don't know what my FPS is in Rocket league though, I couldn't monitor it.
