PC won't boot past BIOS after installing new GPU

Just installed new GPU (GIGABYTE GT 710) now my computer beeps twice and wont boot past bios.
On Lenovos website it says its DIMM or System Board error so i tried booting with ram stick in two different slots, reset cmos and still having the same problem.

UPDATE: I tried to boot pc with new gpu in but with monitor cable plugged to integrated graphics input so i could install driver, still wont go past BIOS (which is accesable).
Also my PSU is 280W and it says minimum 300W psu required on the gpu box (min system requirement based on a pc with i7 3,2GHz) my current cpu uses 50W less than i7 so im not sure if I should buy new PSU or the problem is somewhere else than PSU.

    I had a similar problem. It turned out to be a BIOS problem. Intel (my motherboard manufacturer) told me to update BIOS.

    big warning, BIOS updates have been known to destroy motherboards. If BIOS update is the last option, then only update to the next version, or search the net to find out what would be a safe and stable BIOS version. A search for "Lenovo ECKT18A BIOS update" has found the BIOS update page for your motherboard.
