Moving mouse causes massive spike in CPU usage.

Hello everyone. My problem is in the title. This just recently started happening, or at least I just recently started to notice it.

My rig is:
i5 4690k @4.0ghz
GTX 1070
16gb RAM
850 PRO 500gb
1tb HD
Windows 10 anniversary update

I just noticed this problem today. I use a Razer Naga Hex and I have the polling rate set to 1000hz. Basically, whenever I move my mouse over a window, that program starts using more and more of my CPU. Not just a little bit, but by over 15% more than when I don't move my mouse. If I move my mouse over my desktop, Windows Explorer usage goes from 1% (not moving) to over 20%, depending on how fast I move my mouse. In games, my framerate will sometimes drop 20-30FPS, most notably in WoW and BF1.

I just noticed this happening today, so I already scanned for viruses, reinstalled drivers, and then did a system restore to 2 days go. The problem still persists.

I know that 1000hz is a bit overkill, but this should be no problem for today's processors. I have no idea why this just started to happen but it is really making me angry because I can't enjoy games like I should be able to.

Does anyone have any tips or fixes for this? Thanks.

I'm not denying that you're correct and I feel that I should drop my polling rate to at least 500, but I do have to ask: how come some people set their polling rate to 1000hz but they only get a 2-3% increase whereas I get a 20% increase?
