no need to worry about os, or gpu, dell and hp breaks after a year or two and their custormer service is shit

I won't argue the customer service, but you do realize that the same companies that make the parts for Dell and HP often make the stuff you will buy to make your own....often with equally bad customer service.

So you are running Linux. And if you obtain an illegal OS, better make sure you don't ever type a credit card or password on there since illegal OS's come packed with malware, keyloggers, and other bloatware you don't want. So run something like Ubuntu.

Anyway this should work:

CPU: Intel Pentium G4400 3.3GHz Dual-Core Processor ($56.98 @ NCIX US)
Motherboard: ASRock H110M-HDS Micro ATX LGA1151 Motherboard ($51.99 @ SuperBiiz)
Memory: G.Skill NT Series 4GB (1 x 4GB) DDR4-2133 Memory ($17.98 @ Newegg)
Storage: Hitachi Deskstar 160GB 3.5" 7200RPM Internal Hard Drive ($28.44 @ Amazon)
Case: Rosewill FBM-02 MicroATX Mini Tower Case ($19.99 @ Newegg)
Power Supply: Corsair CXM 450W 80+ Bronze Certified Semi-Modular ATX Power Supply ($44.99 @ NCIX US)
Total: $220.37

ya buy when u get a pc from dell, u also pay for the worker putting all of it together and the OS, which im getting for free, building ur own pc instead of buying theirs is much better, because u can get better parts and u can upgrade in the future

this pc im building is only to last for 2 years or so and i will slowly upgrade it

Except Dell also buys their parts in bulk. So a CPU you buy for $60 they buy for $30. The cases and motherboards and PSus are usually Dell brand, so they end up being cheap for Dell to use. So really the only thing Dell buys from other companies is the HDD and CPU; everything else is "Dell-made" and proprietary. So they can sell cheaper, but they have to make money. But they do have the ability to sell a lot cheaper.

Solution
The G3258 is not faster it is an older architecture. But if you already own the I5-4590 why not just use it right now? If you don't own the I5-4690, don't get it, since it's already almost a few years old and when you do garner the money to buy it it probably won't even be sold.
