Whats a good budget build?

As the name implies, I would like help making a Ultra-budget minded PC, that can play simple things like RuneScape, World of Warcraft, RuneScape Private Servers, etc. etc. Although, I also want to record the gameplay, edit, render and start a YouTube channel. I have a very good idea with computers, I am A+ certified, but whenever I try to start a build, I always get way to high of a price than i want. Also a few side notes, Runescape is equally GPU/CPU intensive, although WoW is more GPU intensive, and as the other side of the spectrum, RuneScape Private Servers are mostly CPU demanding. I would like to stay within say $300-$400 if at all possible. I would also like it to be triple monitor friendly, not for the games to span, but for workloads such as spreadsheets, Documents, Editing, and of the sorts. Thank you guys for helping in advance. You are going to need something much more powerful, especially with game recording. With that budget, that simply isn't going to happen. You are going to want a Xeon E3 1230 series, or better, or an i7, for recording gameplay, especially WoW. For a current gen system, you will be looking at something more like this. The equivalent i7 is a bit more.

Unfortunately, your budget needs to be higher than $400. A copy of Windows will set you back around $100 straight away.
