CPU Overheating Malfunction

So I have a CPU overheating issue. My liquid cooler from Cool Master wasn't doing the job so I assumed the pump went out. I boot into the BIOS and every second it goes up One Degree Celsius. I then took out my liquid cooler and then popped the fans off the radiator and put them on the top of my StormTrooper Full ATX case. So I have all air suction going in and it blows out of the back. I put my heat sink that is connected with a fan and installed it over my CPU. I go into the BIOS and it still climbs at the same rate. I don't get it at all. The air blowing out is cold but the temperature of my CPU still goes up. I ordered another liquid cooler. I have a i7 4790k CPU and my motherboard is a ASUS Maximus Hero VII. I need this issue resolved. I'd rather fix it myself instead of out it in the shop. Thanks!
