Lower forced resolution and messed up graphics! No booting into Windows 7! Help! Please!? :C

So about a month ago, my computer started messing up to the point you'd turn it on and none of the peripherals would turn on (i.e. monitor, keyboard, mouse). Well, anyway, after a little minor adjustment, I was able to get it to work again, but after a few days of this, I was letting my good buddy play CS:GO and all of a sudden it crashes with the vertical gray bars (this wasn't uncommon) so I figured I'd restart it, but when I do, the resolution was forced 640x480 and every color was just completely out of whack. Even worse, my computer would no longer boot in normal mode, only Safe Mode. Every time I try to force boot in normal mode, I would either get black screen to restart or blue screen of death with the 0x00000116 message. Something about atikmpag.sys or something. I do not have the money to get another graphics card. Any help would be great! :)

Motherboard-ASRock FM2A78M Pro3+
GPU-AMD Radeon HD 7700
CPU-AMD Athlon x4 760K Quad Core 3.79 GHz
RAM-8 gigs or GDDR4, I think
PSU- unknown, cheapo one. It works, I've had this computer for 2 years

Sounds like your GPU is dying. Probably time to replace it anyway, the GTX 1050 is coming out soon, and the AMD 470 or GTX 960 are cheap and much better than your old card!

While you are at it though, replace the PSU, if it's as cheap as you say then there's a chance the components are dying because of that PSU!
