System: Dell XPS 8700 i4770, 3.4 ghz, 24 Gigs Ram, 550SSD, PSU-Stock (470-480W) Dell/Delta
New nVidia GTX-1070 Founder's Edition with 8-Pin PCI Power receptacle

Issue: Current PSU only has 2 6-PIN cables available (one was/is powering stock GPU, an nVidia GTX 645)

Question: any real risk involved with plugging the 6-Pin cable from the PSU into the GPU's 8-Pin receptacle?

I've looked at several forums and there seems to be conflicting info about simply getting some sort of adaptor (this would be difficult as I live in a developing country) VS just plugging the 6-Pin in (something about the 'extra 2 pins are not really needed). Can I do any of this without also having to replace the PSU? Thanks!

You could use a dual 6-pin to 8-pin adapter. However adapters are kinda use at your own risk. The best and reccomended option would be to buy a new good quality psu with the proper connection. If you just use a 6-pin the card will likely not work.
