Random FPS drops while gaming across all games until restart

Hey guys. I've been having this weird issue for a year now and I don't really know why. I'll try to provide all the relevant info that I can think of.

Here are my specs:
OS: Windows 10 Home 64-bit
CPU: Intel Core i5 4690k
RAM: 16.0GB Dual-Channel DDR3 @ 932MHz (10-11-10-30) (forgot the brand)
Mobo: Asus Z97-A Motherboard
GPU: Asus Geforce GTX 660 2GB Edition
Storage: 250GB Samsung 850 EVO SSD
WD Caviar Green 2TB HDD

When I'm playing the usual games (Xcom 2, Final Fantasy 14 ARR, Doom 2015, Dark Souls 3, Battlefield 4) I usually get steady framerates. Doom gives me a steady 50-60 FPS on low, but sometimes I'll get a 1 second lagspike, then it drops to around 10-15 FPS. This low FPS will persist across any other games that I might start running. This issue will only be resolved if I restart my system.

When this issue is active my CPU and GPU usage are not anything higher than usual and their temps are pretty standard (Around 45C for the CPU and around 50C for the GPU) I do clean my system out with compressed air cans every few months so it is rather clean.

My hardware is around 1.5 years old but my Geforce GTX 660 is around 4-5 years old. I haven't seen the usual problems that are seen when a GPU is dying but I guess it's still worth mentioning.

I am running dual monitors at all times. A BenQ GW2750H that runs at 1920 x 1080@60Hz through HDMI and an old Acer X183H that runs at 1366 x 768@60Hz that is VGA, I have it connected to a VGA to DVI converter.

That's about all I can think of right now. I'd appreciate any help you guys can provide.

Would you be able to run GPU-z while playing a game, then check the statistics page "perfcap" reason when your FPS drops.

Usually gives you a good indication why.
Can also see what happens to clock/memory speeds.

I checked that out and my Perfcap is Util.
Also my clock speeds dont appear to change when my FPS is dropped.
