Whats holding back the framerates Graphic Card or System Specs

Guys last year i had to buy a new graphics card which was an xfx r9 fury for replacing my older sapphire vapour x hd 7970 ghz edition card. Since i live in India i got it from amazon.com the american one and it cost me around 43000 INR.
The thing is since i bought that card ive been a liitle dissappointed because i played some AAA titles like Gta 5 , arkham knight and many others but i dont get 60fps especially in gta 5 even at 1080p and whats bothering me the most is that i had a choice of getting a nvidia gpu that is gtx 980 if i wanted to but i went amd route and got this one as i had an amd card before.

My system specs are
Asus p9x79 motherboard
i7 3820 3.6ghz processor
32 (8gbx4) gb kingston hyper x ram 1333 mhz
corsair 800 watt psu
xfx r9 fury 4gb hbm

what i want to know if it is my card that is the problem or is it my system specs which are holding the card back
and in a few years i will be upgrading my sytem maybe build a new one and whether i should go amd route again or the nvidia route and i will be looking to get into the ultrawide gaming and i really like those samsung and lg ultrawide displays which were recently anounced but will be launching at a later date.
Please Guys can you help

Best guess is to try and oc your processor a bit more (should take it since it's sandy bridge) and see if frame rates go up. This will let you know which is the issue. If they stay the same it's your gpu but Honestly neither should keep u under 60fps in those games at 1080
