Frame rates are crap despite good computer. PLEASE HELP!

So from the specs below you can tell I have a decent computer. The only problem is, I'm getting really loust FPS. When running WoW i get about 23 FPS but sometimes I'll get around 90. I've ran Heaven benchmark several times and I'll get 80 something fps and now I'm only getting around 30. It's like it decides when it wants to run well. Some days I get good frame rates others I don't. I've reinstalled drivers, I've reinstalled windows and nothing seems to work. Bad card?

16GB DDR
128 GB Samsung 850 Pro SSD
256 GB Samsung 850 Pro SSD

Those fps do look low for the card. When you reinstalled the drivers, did you use DDU to remove everything first? Did you have a different card before the 980?

Have you checked your power settings? A lot of people around the forums seem to have had their windows power plans get defaulted to various savings modes lately.

You might try enabling/disabling specific WoW effects, to see if there's something specific that's tanking performance due to a bug.

Finally, is your OS drive filling up? Doubt it's the problem but SSD's do slow down as they run out of space.

I have no idea your competence with computers so I will start with the easiest solution first, 23fps in WoW sounds like integrated graphics performance. People do this all the time.

Do you have msi afterburner or something? If so what is the core clock speed, gpu usage, cpu usage, and temps for both when it is only getting 30fps in heaven?

How long has this been happening has it always done this since you built that PC? Or did it just start?

Happening last few months but I built the computer over a year ago. I have afterburner but I've never OC the gpu I just use it for the custom fan speed curve. Everything is set to default except the fan speeds. I'm only getting 48c on the gpu and max of 40 on the cpu. GPU memory clock is sitting at 3005 and the Core Clock is for some reason locked at 540.. I'm thinking thats the problem.

I restarted my computer and ran heaven again the core and memory aren't low anymore but i'm only getting around 51 fps at 1080. and the same goes for WoW. The GPU is at 100% usage as well when running WoW. CPU usage jumps to aroung 75 at some points as well. Should I not be getting more with a gtx 980?

It never goes above 540mhz? Then yes that is the problem. Many things could cause that but I will start with power, again this might sound obvious but people screw it up all the time, do you have both the 6pin and 8 pin power connectors plugged into the gpu from the psu? And not using some 6 to 8pin or molex adapter that came in the box with the gpu? You don't need it and it could cause issues like this.
