He means the same thing I said: if you don't intend to push graphics details high, you won't need the extra 2GB of VRAM. At least not in many games.

For only $10 more though, I'd go with the 4GB model: cheap insurance against the GPU running out of local memory and having to use the much slower system memory over the PCIe bus. When that happens, it usually comes with a severe performance penalty.

The best deal for you would be the GTX 1060 3GB card. With that cpu it will play anything you throw at it at 1080p at good framerates no problem.

You say cheap, but we all have different definitions of cheap, my suggestion is in the $200 - $220 range

i got 0% knowledge on gaming so the main purpose is to be able to play any game no matter minimun resolution but playable without freezing or whatever is called,thanks in advance

The card I suggested will play anything at 1080p. However what resolution is your monitor? And again, what is your budget?

If the lowest possible cost regardless of graphics details is all you want, then the 2GB RX-460 would be a good place to start - at low/mid-detail, having only 2GB of VRAM won't hurt much. If you are willing to pay $20-30 more, get the 4GB version and you'll be able to have playable frame rates at 1080p high details in most games.
