On first floor I have one PC and it is connected to one modem (Cisco EPC3928S) that I got from my ISP. On the second floor of the house, I have another PC which is not connected to the internet yet. If I connect this second pc to the same modem, will my internet speed decrease? Will buying the switch solve the problem?

Solution
You are looking at this incorrectly. If you have a 10m internet connection if one uses 7m then the other can only get 3m. It is not that they are both connected to the router it is they are both using the internet bandwidth. How much the impact is of the second machine is related to how much internet it uses.

The only real solution is to buy enough internet bandwidth so the machines do not have to compete for it. That is very hard since many things like file downloads will use 100% no matte how large a connection you buy.

Thank you for your answer. So, my speed will be "unstable" if both computers are transferring data? Is there any solution for this?

Everything in this world is SHARED in some fashion my friend.

I imagine you can buy a modem, a firewall that sits right there by the modem, or even replace it that has load-balancing capability, and you can configure it, "I want at least 70% of the total available bandwidth available to my machine at all times." You have got the quid, that box is out there somewhere.
