Gigabyte GTX 970 Extreme Gaming Clock dropped to 400. PLEASE HELP!!

I've had this card for prob a year now, its been completely fine. I don't overclock, I rarely run games harder than Csgo. The other day my computer was on all day cause I was typing an essay, and I set the card on "Eco" in OC GURU II. I turned it back to gaming, went onto csgo, and was getting ~100 fps. I usually get 250-300. When I go into OC GURU II, it's this
https://gyazo.com/5d0b8aa9154e5a0db2c33b232e069b85. Right Above memory in the top left, GPU says 405mhz. I'm pretty sure it's supposed to be much higher, what do i do?!?! BTW I was checking temperatures, it was in the 40-50 range, so I doubt thats it.

Have you restarted the PC since the issue occurred?

My 970 does that with an unstable overclock. Only a restart fixes it, until it happens again. Which doesn't happen often as I only OC it with a profile on Afterburner when playing something very demanding.

Well if you weren't playing at that time the clock is fine. it stays low when the usage is minimal.

try running MSI afterburner during the game and see if you get to the right boost clock, that the clocks are consistent, that temps are OK and that the GPU is in 100%-98% utilization at all times.

I ran it and it still said core clock was 400mhz, GPU usage was 95% and up. What do i do?!?!
