Hi, I don't know a lot about computers or specs. I just want something that can decently run GTA V in high settings at 30 FPS with some mods, mostly just police vehicles. Can someone link me to a gaming PC on newegg or bestbuy based around my budget? Would be much appreciated. My current gaming PC was only $500, so I'm looking to upgrade soon. I want the best I can get for the cheapest price possible. Thank you!

I strongly suggest you learn to build it. If you lived in my city I would do it for you :p
I think the above build is pretty good. You probably won't be overclocking, so non-k and the right motherboard will work, you have an SSD to load things fast and a new fresh GPU that should be coupled pretty well, to explain briefly.
If you really want a good system, with the beswt performance you can get for your money, you will have to build it yourself or have a friend do it. It's not rocket science.

What's a good site I can use that will build it for me? I don't have anyone who would be able to put it together if I ordered all the parts. But if anyone could build me a good gaming PC on a site where I can order the parts and they'll put it together it for me that would be great as well.
