is there any way to change the CPU multiplier without going to the BOIS settings ??

hi all
i have i5 760 OC 4GHz
(200MHz bus speed) and 20 multiplier

temperature is 65-70 while gaming which is ok for me
but its 50-55 in idle ! which i think is very high since my PC is running 24/7 and its idle most of the time
i really want something allow me to change the multiplier to something like 14 when i don't use my CPU
so i can keep my CPU cool for the most of time
any help please ?

sorry for the misunderstanding
i meant by "idle" = not playing games
like browsing the web

Yeah, though ideally if it doesn't need the CPU speed, it won't clock up to full.

In Windows Power Options, set your maximum CPU state to a lower number than 100%. Keep adjusting it until you find a frequency you like.
