Should i upgrade my i5 3470 to i7 6700k for gaming at 1080p

Hi,
I recently purchased GTX 1070. My fps rates are not upto the mark as shown in various benchmarks. And my motherboard DH77EB has only PCIe 1.1 version being detected by GtX 1070. Should I Upgrade those to i7-6700k & Z170 to avoid bottlenecks?

Edit: I use my PC only for 1080p gaming at 60 Hz

Try to reset BIOS to default settings. Your board have PCIe 3.0 version.Also that version of GPU Z is ANCIENT, you need newer one

Also PCIe speed drops to 1.1 when GPU is in power save mode or idle like when you are on Desktop or Browsing since it doesn't require much GPU for those tasks.
And yes i5 3470 will hold back GTX 1070.Most of benchmarks or reviews are done with TOP Tier CPU's. Getting 6700k will give you better performance.

I'm not sure about ROPs. I recently updated the motherboard to the latest BIOS version 103. Earlier it couldn't even detect the graphics card.

I updated the GPU-Z now. I didn't realise that PCIe speed drops to 1.1 when i am not gaming. It does go to PCIe v3.0 while running graphics intensive things. So CPU is hogging down my PC. Will upgrade soon, Thank you.

Seems my CPU is doing very much fine @ 1080p after buying liquid cooler. I found out that low fps was due to faulty stock intel CPU fan causing the cpu to run at 105 C. No upgrade for now.

Edit: Tombraider is running at 175 fps at ultra settings @ 1080p. Have to check for other games

 
There were a couple of games that made me move from my 3450 to a 3570k as a cheap upgrade. In general, the 3450 was fine boosting to 3.7ghz across all the cores. But Just Cause 3, Crysis and BF4 online showed its limits and my 390 was seeing maybe 70-80%.

But for everything else, it was still quick. If you are happy as is, then stick :)
