sapphire r9 380 heating up while idle

Today my Sapphire r9 380x started to underperform, while also overheating when its not used compared to previous records.

Lately my only played game is Overwatch with stable 60fps on ultra settings, and 67-68C at all times. Today its a struggle to even get 30, and my card is going up to 90C

Had no problems before for around 2 months when i first got it.

I've tried getting a new thermal paste, getting newest drivers, and changing the drivers to from corsair to catalyst, didnt change much.

It heats up after like 10-20 minutes after turning on PC, while having a normal temperature of 35-40C before its starts to ramp up to 70-75 with 0% usage.

My specs are
i5 6500, Sapphire R9 380, msi h110,
my psu is chieftec smart series

EDIT: before anyone asks - yes, both fans are spinning at all times
 
Solution
so even with re-applied thermal paste the temperature still got that hot? have you tried using your own fan curve? might need to double check your case air flow as well
