BIOS sees HDD, neither device manager nor disk manager can

The issue is with an external HDD that had its power supply die. I've had this happen before, so I took it apart, took out the actual HDD from the case, plugged it into my own computer instead of another HDD that I have. No issue with the connectors, as the other HDD works just fine.

BIOS can see the new one(as slave), but it shows it as having the capacity of 0MB. Windows 7 Professional, which is the OS I have running, cannot see it at all.

What is the model of your external hard drive and do you have any important data on that WD Green that you want to access? Unfortunately, taking tampering with the original enclosure voids the warranty on the product. Moreover, some of our external HDD models like the WD My Book and WD My Passport incorporate a hardware encryption which would make the access to the files on the drive impossible without the original external enclosure.

However, you can try testing the HDD using WD's Data LifeGuard Diagnostics for Windows. Running the QUICK and EXTENDED tests from the utility will help us determine the health and SMART stats of your 2 TB WD Green drive.
