Is it normal for a case fan connected to my PSU (through peripheral) to be slow?

I connected an extra case fan (front, 120mm AF120 Corsair) to my computer and it runs a lot slower compared to the case fan connected to the motherboard. Airflow is minimal to nonexistent coming from it. I would connect both to the motherboard as it only has one slot. Any feedback is much appreciated.
 
Solution
Connected to the PSU directly should have the fan running at full RPM. The fan may be defective. Swap its connection out with the other front case fan and see what the result is.
Btw, you can use a splitter to connect both fans to the same fan header on the m/b if you want.

I swapped the connection and looks like you're right, brand new AF120 must be defective. I'll just use one off my old case for now, thanks!
