my xeon x5460 at idle is 55c and under stress is 61-65c. is this bad, and my pc gets loud under stress.
 
Solution
a difference of 15°C usually shows that the thermal paste isn't ditributed equally across the chip
but it's alright in terms of temp

idle fan speed is 2500rpm????
what is you fan speed under load then? 6000rpm?

its just a normal cooler no third party. its part of the dell g33m03/g33m02 mother board. just a heat sink with a fan. you can look up the motherboard. and i case has a fan in the back and a vent in the front to grab air or what eves.

So you probably don't have the best airflow in your case that's why idle temps are so high, which again isn't a big deal (I bet at idle the case fans are dead silent)
Since the cpu cooler manages to keep the cpu cool under load there's nothing to worry about. The noise will be due to a high speed fan
If it has been quieter before it's most likely due to dust. Freeing the fan of dust will help
If it was like that since ever and suddenly starts to bug you for some reason, you'd need to invest in a new cooler (make sure your case can support it before buying)

Well my idle fan speeds are 2500rpm and 1600rpm. And as of for dust it doesn't look like there is any. My temps right now are
Core 0-53c
Core 1-53c
Core 2-40c
Core 3-37c

And I rigged a fan to my wimpy amd 6450 with a fan running at 12 volts. Reason is cause it was a passive cooler and normally reached 85c. Too me that's too much for a tiny card.
