Big problem changing video card BIOS, computer not booting.

Not the exact same tutorial but close enough, anyway the problem starts when using ATIWinFlash in command prompt. I entered the 'atiwinflash -unlockrom' 0 & 'atiwinflash -f -p 0 bios.bin' and restarted my computer. Anyway, something went wrong and my computer wont POST, it just stays in an endless cycle of attempts to switch on and restarts. Any help would be much appreciated, I'm not even sure what I have broken. I'll also admit that I'm an idiot before anyone else says so.

This is the most useful piece of information I have found so far:
"If you cannot post with the card, you'll have to install a working card in the primary PCIe slot, and put the bricked one in another. Then attempt to flash the card back, but be sure you flash the 2nd card, which may take slightly different commands, depending on how you flashed it.

If it won't let you log into windows with it, you may have to create a boot drive and flash it from DOS."

I have two devices in the PCI ports, my network card in PCIe and video card in PCIex16, I'm not sure which one I've even damaged and which to replace.
