CPU/GPU Overcocking woes

Sup everybody. I've just built my first intel PC(built ~10 AMD computers) and as the title suggests I'm having some issues.

Specs:
i5 6500 Skylake
Asrock Z170M Pro4s
16GB Corsair Vengeance DDR4 LPX
Asus Strix GTX 970(brought from previous AMD FX 8350 build)
Antec Earthwatts D-500 PSU

I set everything up, installed all the necessary programs, games, etc on my SSD. Did some stress testing stock (prime95,heaven 4.0) and everything checked out. At this point I booted up Witcher 3 and starting going to town. Everything on ultra had me getting ~50fps pretty consistently for about a half hour. At this point I decided it was time to OC the 970(which I didn't do in the last build it came from). After some tinkering around with MSI afterburner and
running Heaven a few times I boosted my score from 1304 to 1536 and everything was stable. Fired up Witcher 3 again and was getting a solid 57-60 fps. I was content with the GPU performance.

So then I rebooted my computer and went into the bios. It froze a couple of times and as per troubleshooting via google search I updated the bios firmware and bam no more freezage. Onto overclocking the CPU I raised the BCLK of the CPU to 125 putting me at 4.0ghz and raised the voltage to 1.325 as I had seen other people at 4.2ghz running at 1.350. I rebooted my computer and at this point I realize that HWMonitor apparently doesnt show temps for overclocked Non-K processors and its reading as i5 6500T. I still went ahead and ran prime95 for 30 mins with no failures so I just hopped back on witcher 3 and all the sudden I'm getting 45-47 fps with drops in the 30s which I hadn't gotten prior. I go back to the BIOS and knock the clock speed down to 3.8ghz with no noticeable difference in witcher 3 fps. At this point I revert my bios settings to the default. Still the same results. So I revert my GTX 970 back to default AND ITS EVEN WORSE. Barely stays at 40 now.

TL;DR: I overclocked my i5 6500/gtx 970 and even back at stock my fps in Witcher 3 are worse than they were before I started overclocking.

Thoughts? Any help would be appreciated greatly.

What version of Prime95? Also, have you tried RealTemp or CoreTemp? Check your drivers to see if you have the most recent one and it would also help to know your CPU/GPU Usage and Clock Speeds while in Witcher 3.
