Graphics card overheating

Specs:

GPU - Nvidia GTX 780 GHz Edition (GV-N780GHZ-3GD)
CPU - i5-4690k (oc'd to 4.3GHz)
Mobo - MSI Gaming 5
Ram - 16 gb Ripjawz
PSU - Corsair RM 850

Problem: When I start my computer the temp is around 42c-50c then once I open a game it goes up to to about 65c-84c and I get some coil whine. It almost burns my finger to touch the GPU

What I've tried: I took apart the GPU and air dusted in between the cracks - also cleaned and reapplied thermal paste to the GPU heat sink.

Note: my cpu never really goes above 50c - my mobo/hdd never get above 40c

I put a small dot of thermal paste - it must be something else.

I forgot to mention that I tried to overclock the card a bit and it caused my computer to crash and I got a black screen on startup displaying the "A2" error code. I fixed the error by swapping out SATA cables.

The coil whine just started happening, could it be from the failed oc attempt?

Also can drivers cause heat problems? I had a problem with the 372.70 because of driver crashes so I went back to 368.81 and haven't had a driver crash since, only the coil whine and overheating.

This is so annoying.

Also it only happens when I run a game. My temp will go from 50c to 80c once I get to WoW character screen. If I try to play it will overheat and my computer will shut off. The only temporary fix I have right now is to lower my GPU core clock speed from 1123 MHz to 900MHz and turning the graphics to low.. I used to be able to play on max settings :/
