Wi-Fi hotspot and USB tethering

Hello.
Is it possible to use an Android phone as a Wi-Fi hotspot, while also in USB tethering mode? Cause I have a desktop PC without a WiFi adapter and I have to power my laptop aswell.
The phone in question is a Samsung Galaxy Note 4.

I'm not sure about your actual question, but you could just get a cheap USB wifi adapter for your desktop. Usually those tiny USB dongles are a pretty terrible solution because both the range and performance are poor. But assuming your desktop is a few feet away from your phone, and the phone isn't going to have particularly fast internet anyway, a cheap USB dongle like that will do the job just fine.

Might be an option if you can't get an answer about the USB tethering specifically.
