Can I max Skyrim at 144hz on a 1080p Free-Sync or G-sync monitor with these GPU?

Are you talking about Modded Skyrim? Because a GTX 660 can get 60-70 FPS at max settings in 1080p with 4X AA enabled.

I don't have any of these cards to test Skyrim myself, but surely the RX 480 and GTX 1060 can get more frames than an outdated card.

An RX 480 basically matches the GTX 970 while beating it in a few games, with the RX 470 being a small step below the 480

 
Proof of trying to run skyrim above 60hz = instant fail, problems as soon as the game loads up at 0:25.

Same thing happens in FO4, because they use the same engine.

It's an in engine bug so to fix it they would have to rewrite the engine from scratch and port the game to the new engine and that's too much money for them to justify doing it
 


It's been a problem with Bethesda's engine for ages as they keep just bolting stuff onto it rather than building a new engine from scratch, which they really need to do as what they're currently using is more than a decade old at this point. I'm pretty sure every Bethesda game since Oblivion at least can't run above 60FPS without running into problems with the game's physics, Fallout 4 even has this problem.
