My system config-
CPU - core 2 duo e7400 @ 2.8 ghz
Ram-8gb ddr3
Mob- gigabyte ga g41m combo rev 1.3
Gpu- a nvidia gt 210 which is died recently planning to buy new one

Hlo, I m bit confused whether I buy a Asus gtx 650 ( non ti ) which cost me around $60 (4000 Indian rupees) or I should buy a core 2 quad q6600 with nvdia gt 730 1gb ddr5 which will costs me around $67 I just want to play modern games at low- mid settings with HD monitor (1366x768 resolution) which combo suits best for gaming

yes. maybe upgrade the CPU later.
the thing with q6600 is that it's 2,6GHz and your mother board does not support overclocking as far as i remember.
So some games will run better on your slightly higher clocked C2D

Core 2 duo will break under these games.
You'd need a quad core and then you'd need to compromise on graphics settings.

730 comes in Fermi (96 core)/Kepler (384 cores) variant, make sure you get the right one otherwise performance will be terrible.
