When i open dota 2, i get around 95-99°C is this normal?
OS: Windows 10 Pro 64-bit
CPU: Intel Core 2 Duo E7400 @ 2.80GHz
RAM: 4 GB Dual-Channel DDR2 @ 398MHz
Motherboard: MSI 2A78h (Socket 775)
Graphics: GT 630

No, you are risking the CPU if the readings are correct, the Tcase for that die is only 74.1º

As is a very old CPU, maybe the thermal paste is just dust and you are working with the cpu not dissipating the heat?
The thermal paste have a limited lifespan.

With a +-8 years cpu if you have never make anything on the pc, i would replace the CPU cooler anyway and reapply new thermal paste.

i'm actually playing with this temp for almost 2 years, and i only have problem with this pc 2 weeks ago sometimes i can't turn it on, no display my pc is booting but no display.

You are asking if it's normal, and no, it isn't.
You are almost 10º over the intended maximun temperature of that cpu.
If you are ok with that, man that isn't my cpu and i'm also ok (but i would never do the same on mine).
