Will cpu run with a heat sink but without water cooling loop

I've attached a heat sink to my cpu, but have yet to finish my custom loop. Can I boot my pc, install Windows ect without temp getting too high? I also have no loop on the gpu.

You re sayng run the system with just the waterblocks on but no water running through them? NO, your cpu will overheat very quickly, dont try it. As for the GPU it depends, if it is Pascal or Maxwell, yes you can use the water block as a heatsink without water in it. just dont run any games or benchmarks.
