Is it faulty? Bad motherboard?

So let's see, I'll try summing this up quickly. I built two computers this weekend.
They have the following specs

2 x Rosewill Ranger
2 x Fx-6300
2 x 8 GB HyperX Fury Black
2 x MSI 760GMA-P34 (FX) motherboard
2 x EVGA 500w PSU (non-modular)
1 x MSI GTX 960
My other brother already had a 750 ti and we had extra hard drives. The computers are literally the exact same besides the GPU. I built one computer and it went without a hitch, the 960 build went perfectly and he's happily playing Overwatch. But my other brother's computer is having a problem. It'll turn on but no beep will happen for about 5-10 minutes. And once that happens another 5-10 minutes later it'll show the Mobo splash screen then say, "Keyboard/Interface Error. Press F1 to continue." I press F1 and nothing happens. If I unplug the HDDs it'll load up (still taking forever to POST) and get past the splash screen, the keyboard error flashes for a second then it loads past the BIOS then says, "No bootable device found. Press any key to restart." I have taken out the RAM and it'll beep three times, I have checked the CPU for bent pins. I have tested the PSU on the other computer and it'll boot up and POST within seconds. I take the GPU out and nothing. I've also reset the CMOS and rechecked everything. I think the mobo just got fried somehow.
