That screenshot looks like it was taken when you weren't doing much. Watch it when you are in heavy action or there is fast movement on the screen. Or better yet, let HWInfo run in the background while you play thru a particularly demanding section. Then check the max CPU and max GPU usage it has recorded. https://www.hwinfo.com/...

The processor upgrade list is right there in your link. Best not to stray too far from it with an OEM PC. All the CPUs that are available in that list are obsolete now and have to be found used. The 3850 is the best in the list, and probably not worth the cost of the replacement over your current CPU.

And you can't use an Intel CPU in an AMD board/platform.

But you can use a faster gfx card w/o fear of any major bottleneck.

So I'm stuck with my current cpu unless I upgrade everything? And I feel like my current cpu is already a major bottleneck

No, it shouldn't be bottlenecking the GTX 750 Ti. I would expect the aging A8-3820 to be able to keep up with a slightly faster card even. Have you checked CPU usage vs GPU usage to verify you have CPU bottleneck, and not just too weak of a gfx card?

Here is my RAM GPU and CPU usage.

Everything seems normal but I'm getting 22 FPS which is really bad?

However... if playing multiplayer on a busy server with many players is when this happens the most, then the CPU is no doubt the problem. A faster gfx car will let you play at higher settings, but the CPU still will be extra busy with the other players in the map. I guess what I'm trying to say, is that you need both a better CPU and GPU. But the 300W PSU is your main limitation.
