New build motherboard does not detect gpu

looking for some help just finished my pc build everything is working i have windows 8.1 pro 64 bit on it and it will not register that i installed a evga gtx 950 gpu it only see the intel hd graphics i have checked the bios to see if it see the card and it does not here are my specs

Asrock h97m pro 4 MOBO
Intel I5 4460 processor
16 gig ram
Corsair 550 watt psu

Note: the fans do spin even without power supply adapter plugged in
I have also tried to download nvidia drivers but when i do try it says it doesnt detect nvidia gpu
 
Solution
Try plugging the GPU into the other PCIE slot. Make sure power is connected to the GPU as well. Also if possible, try the GPU in a different computer and see if it is recognized there. It could be possible that the GPU or mobo is dead on arrival. Make sure the video cables are plugged into the GPU and not the mobo. Try a different PCIE power cable as well if the PSU came with different ones

@clifford the psu is plugged directly into the top of gpu when settled into motherboard i have also tried the other pcie slot and nothing im almost conviced its a defective gpu

Unfortunately that is what it sounds like as well. You could try plugging the GPU into a different computer and seeing if it works there, but I don't think it will. Sorry mate. Best of luck though
