Would a faulty psu cause a gpu to kill pci-e slots

My pc was playing up so I took it to the local expert. I had my pc built for me by someone else. (I am not very technically minded so don't understand how it all works). They told me the pci-e slot had died.They moved the GPU to another slot. A while later, the same thing happened and again a slot had died, according to them and I would need a new motherboard. It is a Sabertooth 990FX R 2.0. They got it going until I could buy another board. I took it down to them to install (I bought the same board again) and when I got it back it was doing all sorts of weird things like, the monitor blacking out, pixilating text. shutting it self down, not starting properly, among other things. I took it back and they tested everything and said my GPU was faulty (ASUS HD7970 DirectCU ii Top) and had been the cause of my slots dying. I now have a GTX 950 in it as my budget is a bit tight. I have been reading a bit and am wondering if maybe the power supply could be the of caused all this problem.
Any thoughts?
