GPU fan spinning too fast, no display

PC only works with onboard. Any ideas what i can do? This was out of the blue, i was using the internet and it suddenly turned off and became like this. Onboard works but i only get video once windows has loaded.

Specs:
Windows 8.1
i5 3330
GTX 760
8gb RAM
Corsair CX500

Yes, A faulty PSU could still boot up the PC. The PSU has about 5 different voltages it puts out. All it take is on of these Rails (Voltages) to become damaged to prevent the system from working correctly.

The motherboard, RAM and CPU Could also cause this issue.

Its an ECS H61H2-M2, dont judge me. I plan on bringing the card over to a friends house on the weekend and test it. If the PSU was the issue would the PC even turn on?
