Have you tried any other devices, perhaps speakers, external drives, flash drive, or anything else whatsoever, to see if the same thing happens? Basically what you can do is to check the laptop manufacturer's website for a USB controller driver and update or reinstall it. Make sure that the rest of the drivers are update as well, like the one for the chipset.
Unfortunately if it's not driver related I guess you'd have to send it back so that the issue can be fixes if it's still under warranty. If not, you could take to a computer service store so that the guys there can diagnose the problem and get it out of the way.
