PC fails to boot on first try after PSU has been switched off/unplugged.

Nothing OCed while troubleshooting.

It is shutting down and booting back fine, but if, after a shutdown, I interrupt power to the PSU, the first boot after that appears to hang at POST as everything powers up, but there is no display signal from either the video card or onboard. Also, there is no beep and the error code LCD on the motherboard displays nothing. I have to hold the power button to shut it down and then every boot after is fine.

A few things:
BIOS settings are unaffected.
Power loading and ErP have no effect.
 
Solution
Just wanted to add an update in case others with the same problem come across this thread. For no reason at all, I decided to download Gigabyte's firmware updater utility. The only thing I knew about it was it had something to do with Dual Bios so I never bothered with it. Running it seems to have fixed my problem, which apparently is every time the PC booted from a power loss it would restore the backup BIOS then hang at POST. The utility updated the Dual BIOS firmware to one that isn't so buggy.

Do you have a link for it maybe? I have the same problem on an f2a88xm hd3 rev 3.0 mobo and I found no solution yet.

The one I used is here under utility: http://www.gigabyte.us/Motherboard/GA-Z170X-Gaming-7-rev-10#support-dl

But it says "GIGABYTE Firmware Update Utility (Note) Support Intel 100 series Dual BIOS motherboards (support may vary by model)." I could not find a similar utility for an AMD chipset with DualBIOS.
