i5-6600 non k. high cpu usage while gaming

Is this normal? temps are fine. floats around 50c ish (60c max). Even though its on stock cooler.
I dont have anything playing in the background. Most games gets cpu usage up to 60-70% (overwatch, league of legends). but i started playing nba 2k16. and this honestly gets the cpu usage 100%. So I am not sure if this is normal.
I have i5-6600 and 1070. All drivers are up to date.

I cannot right now. But its literally nba2k16 taking up 86%. So i dont kno if thats game side or mine...

i5-6600
gtx 1070
z170 extreme4
16gb ram (forgot which one)

Looking at thread and im kinda relieved that ppl the same cpu as me is having the same problem. I was honestly concerned that something was wrong with my cpu since my amd build [fx8320/hd radeon 7950) was handling the game fine and cpu usage was 80% max. With stuff in the background.
I guess id just hav to buy a i7 6700k huh.

But since its old post I might as well repost it here

"Hi I actually found a solution for this issue, Idk if it is a temporary solution or if it would work for others. And it kinda bugs me too. I was playing Quantum break and noticed a bit of a stutter, when I went to the task manager CPU load was always at 100%

So I had a feeling this was a software issue because I had a brand new i5 6600, and there is no way that i would accept a processor which i just bought recently to be a bottleneck.

So I downloaded Razer Cortex(from the official Razer site) - a system optimizer for video games developed by Razer to optimize videogames. I Installed it and then I used the boost feature which suspended all unnecessary processes and freed some ram.

I went to played the game and the CPU usage dropped by 15-20%. Then I wanted to make sure that it was Cortex that helped me, so since they had an option to revert the boost I clicked it. But CPU usage was still under 15-20%.

I don't know how it works but it helped me somehow. So now I am also using their tweak feature to optimize my processes so I that I can have a good gaming experience. I am going to test it out a bit more and then post about what's going on.
