Emulator cpu or gpu

Most likely CPU will be more important as this is where the emulation of the target platform happens.
Considering what cemu is, you likely will need a balance of strong CPU and decent graphics to run it well. Luckily, all current consoles run on AMD x64 (correct me if I'm wrong) CPUs with some manner of AMD GPU, which means most modern hardware should work.

That's not how emulation works. At all.
Even if your target platform is the same, you still have to emulate the system for your target platform, as the underlying OS won't operate in the same way. The underlying HW may be identical, but you still have to emulate it for your host OS.
Anyway, the CPU tends to be more important, but for emulators for the recent consoles, GPU is just as important, if not more so due to most of the work being done in the rendering stage, rather then the actual processing.
